Alan B. Cohen, Sc.D., Boston, MA
-
Dr. Cohen is a Professor of Health Policy and Management
and Director of the Health Care Management Program at Boston University
School of Management. He also directs the national program office of the
Robert Wood Johnson Foundation's cholars in Health Policy Research Program.
Previously, he was a Research Professor in the Heller Graduate School of
Brandeis University, where his research focused on the feasibility of setting
national health care expenditure limits.
Before that, he was a Vice President at the Robert
Wood Johnson Foundation with responsibility for overseeing the Foundation's
research and evaluation activities. Dr. Cohen also has served on the faculty
of the Johns Hopkins School of Hygiene and Public Health, and currently
is a member of the editorial boards of Health Affairs and Inquiry. His
research interests include medical technology adoption under managed care,
cost containment and health policy, comparative health care systems, and
the evaluation of health care programs.

Randolph A. Desonia, Washington, DC

Mr. Desonia is Director of Health Policy Studies at the National
Governors' Association, with responsibility for providing technical assistance
on health programs and policy, and for coordinating with other public and
private interest groups and with federal legislative and executive bodies.
Previously, he served as a Program Officer at RWJF. Mr. Desonia's primary
interests focus on improving state health policymaking and on enhancing
the delivery of health care servcies to people with chronic illnesses.

Nelda McCall, San Francisco, CA
-
Ms. McCall is President of Laguna Research Associates. She
has extensive experience in directing health research activities at Laguna
and, previously, at SRI International, Control Analysis Corporation, and
the Palo Alto Medical Research Foundation. Ms. McCall's contribution to
the committee would be her understanding of how to link multiple state
data sets to develop new public programs. She also has a strong background
in systems analysis and computer operations.

M. Susan Marquis, Ph.D., Washington, DC

Dr. Marquis is a staff member in the Economics Department
of the RAND Corporation. Previously, she was an economist at Research Triangle
Institute, with responsibility for economic analysis of environmental policies.
Dr. Marquis has conducted extensive research in the areas of use and cost
of health care, the demand for health insurance, and the behavior of health
care providers.

Jeffrey C. Miller, Chicago, IL

Mr. Miller is Associate Dean of Administration and Planning
at Northwestern University Medical School. He would bring to the committee
extensive experience in state health policy, most recently as Chief of
Staff in the Office of the Governor in the State of Illinois. Other positions
held in the Illinois state government include Planning Director for the
Governor, with responsibility for economic development, health care cost
containment, and education reform; Director of the Department of Public
Aid; and Medical Assistance (Medicaid) Program Administrator.

Allan Noonan, M.D., Harrisburg, PA

Dr. Noonan is currently Regional Health Administrator at
the United States Public Health Service, Region Five. He previously was
Secretary of the Health Department, State of Pennsylvania, with responsibility
for community health, drug abuse, planning and quality assurance, and public
health. He also served as the Director of Epidemiology at the Centers for
Disease Control.

Charles J. Rothwell, Hyattsville, MD

Mr. Rothwell is Associate Director for Data Processing and
Services at the National Center for Health Statistics, with responsibility
for the Center's data processing and data dissemination activities. Formerly,
he was the Director of North Carolina's State Center for Health Statistics.
Mr. Rothwell has expertise in data processing, statistics, and financial
analysis, and is knowledgeable about national health policy issues.

Sarah C. Shuptrine, Columbia, SC

Ms. Shuptrine is President of Sarah Shuptrine and Associates,
a professional policy research and consulting firm, and President of The
Southern Institute on Children and Families. She would bring to the committee
extensive policy experience in both the executive and legislative branches
of state government. Positions held include Research and Administration
Director, South Carolina Joint Study Committee on Aging; and Director,
Governor's Division of Health and Human Services. Ms. Shuptrine has also
served as a member of the Staff Advisory Council of the Human Resources
Committee of the National Governors' Association.

Gloria R. Smith, Ph.D., Battle Creek, MI

Dr. Smith is Coordinator and Program Director of Health Programming
at the W. K. Kellogg Foundation, with responsibility for program development
and administration and program evaluation and dissemination. Before joining
the Foundation, Dr. Smith was dean of the College of Nursing at Wayne State
University, Detroit, Michigan, and previously served as director of the
Michigan Department of Public Health. She brings to the committee broad
experience as a key decision maker, having worked extensively with high
ranking public and private officials in the development and implementation
of state health policies and programs.

Steven L. Taylor, D.S.W., New York, NY

Dr. Taylor is Chief Program Officer, Department of Management,
The American Red Cross of Greater New York. He priviously worked as First
Deputy Commissioner of the Family Support Administration, New York City
Department of Social Services, with responsibility for the city's Income
Support and Medical Assistance Programs. He has held teaching positions
at various academic institutions, including Fordham Graduate School of
Social Services; New York University, Wagner Graduate School of Public
Service; and Columbia University, Graduate School of Social Work. Dr. Taylor
brings to the committee expertise in social research, research in poverty,
program evaluation, public policy evaluation, and institutional racism.
