that they are non-responsive, i.e. they do not fit the program's
funding goals
Make sure you are eligible. (Do not apply for grants tenable
in California if your research is in New Jersey. Do not apply
as an individual if awards are made only to non-profit organizations.)
Familiarize yourself with the form/format requirements of the
proposal.
Familiarize yourself with the review criteria of the program.
